Russia’s Minister of Sport, Tourism and Youth Policy Vitaliy Mutko turned out a ticking timebomb that exploded on December 2, 2010 before the FIFA Executive Committee. The video of his epic speech in English immediately became one of the most watched and eagerly commented YouTube memes.

Russia will happily host the 2018 FIFA World Cup and Mutko’s adorable pronunciation was a great contribution to the country’s success.

By the way, Mr. Mutko is a candidate of science. So the question is how on Earth did he manage to pass his language degree test?
